APRIL 24 (THURSDAY) P.I 1) A warning to Ambassador that his mission revising the 43 harsh immigration laws was crucial to the future of the Chinese. A number of suggestions were given: a. to make possible negotiations or dealings with the M.P., especially THOSE in eastern Canada, agriculturists and businessmen. Since there were many manufacturing factories and wheat processing factories, the owners should be acknowledged of the profit possibly made through trading with China. b. Ambassador should represent China to express the dis- content towards the Canadian government regarding the immigration law. c. The immediate need was to revise or postpone the registration regul- ations. There were now 66 days before the deadline and most of the Chinese had not registered yet because they were told to wait when Amb- assador Chou left for China, and it was a pity that they did not hear a word of it since.
