APRIL 22 (TUESDAY) P.3 1) The bureau for raising funds for Kai Ping High School. About 20 Kai Ping members were working at , however etc. had managed to raise $500 which was quite a bit when one considered the rel- atively small $ 7o of Kai Ping members who resided there. P.3 2) CBA (VICTORIA) announced on April 20 that a general meeting would be held soon to discuss the setting up of the association to commemorate July 1. CBA also reported the brief for such a set up outlined by CRT, Kuomingtang, The Association for protest against the restrictive Chinese immigration law, & & in Victoria. The brief included the following: Seeing that the consistent appeals of the Chinese against the restrictive immigration laws were ignored and that the Chinese government could not pos- sibly intervent into this, due to her weakness, the frustration of the Chinse Canadians could be displaced by 'observing July 1 as the humiliation for all Chinese. There were 2 reasons why the Chinese had the right to stay in Canada: a. There was trading between China & Britain; Canada, being a British common- wealth should treat the Chinese politely just as they were treated nicely in China. b. The great contributions that the Chinese had given to developing Canada. However, it was indeed a pity that shortly after the completion of the trans-Canada railway, exclusion of the Chinese began to prevail. It came to its peak when the 43 immigration laws were passed in 1923. There were 4 things that all Chinese should not forget: a) China was treated as though it were not a respectable country, b) The Chinese Canadians were receiving inhuman treatment, c) unfair and unequal treatment were given to the Chinese Canadians, d) By paying kxd head tax, the Chinese were treated as though they were animals. As a result of the above mentioned, the Chinese should observe July 1 as a humiliation day. Things that had to be done on July 1 : a. Speech making b. During the 1st remembrance day, telegrams about what was happening should be sent to various association and newspapers in China. c. Artciles in English should be published on the English newspaper so that everybody would know about the unjust k treatment faced by the Chinese Canadians. However, all Chinese were advised to be as law abiding as possible. Under no circumstances should they attempt to break the law. P. 3 3) News from VICTORIA. During an interview with the journalist Ambassador did not want to talk too much on the immigration question. He pointed out that the Chinese government realized the reason why the Canadian government passed restrictive immigrations laws was that they wanted to protect the rights of the Canadian citizens in the ports of trade along the Pacific Coast. Thus a restrictive law was passed to screen out the innappropriate Chinese. With regards to trade, he encouraged the Canadian government to export fish and timber an into China since construction business had been very popular.
