- February 9 (Saturday) P.3 1) According to the new Chinese immigration law, each Chinese crewman had to pay $1000 deposit upon entering Canada; besides, they were not supposed to leave the ship. There were 60 crewmen aboard a liner and the ship company had to pay $60,000 in addition to $600 guarantee fund to an insurance company. Great discontent was aroused and the ship company had argued with the government about the extra $600 payment since the government could detain the ship upon knowing that certain crew members were missing, and that the ship would not be released until the penalty funds were paid ($1000 per crew.)
