May 2 P3 1) Ambassador Chau arrived in Vancouver and was welcomed by CBA and the Assoc. for Protest Against the Immigration Law. It was reported that the Prime Minister was willing to discuss the new immigration law again with Chau after his visit to the West Coast. 2) A continuation on the discussion of the new immigration law by the legislative Assambly (on April 30). The head of the cabinet stressed that for the past years, the government tried to impose $500 head tax on the Chinese im- migrants iri- order to restrict their immigration, however, many of them still came despite of the tax. pointed out that if the term "merchant" was not specified clearly, the Chinese would surely pour into Canada by using the status of merchant. It was recorded that in 1921, about 1115 Chinese merchants had come to Canada and at present about 38,000 Chinese merchants were in B.C. Thus caution should be taken in considering the term. (head immigration officer) suggested that all mer- chants should carry $2500 capital and should report to the government after arriving in Canada whether they were selling Chinese products in Canada. MP opposed this suggestion, and he stressed that the term merchant should be clearly specified in the immigration law in order to avoid misinterpretation and subsequent trouble. Further discussion on such term had to be made. P3 3) Ambassador Chau wrote to CBA of Montreal asking them to give their opinions and suggestions with regard to revising the new immigration law instead of hiring a lawyer for protest in the parliament meeting because they had no right to do so. P.3 4) was recruiting shareholders in , , and 5) thanked for giving help to his brother who had been working in for years and was now sick. raised funds for helping him to go back to China for treatment. A whole list of donors in , and Duncan were reported.
