May 1 (Reel No. 22) P3 1) The Legislative Assembly held a meeting on April 30 to discuss the new immigration law. Particular attendtion was given to the one which stated that all Chinese immigrants coming to Canada had to obtain a passport and a guarantee certificate before he left for Canada. (MP for Vancouver in Ottawa) suggested that special delegates should be sent to China to take charge of issuing passports and guarantee certificates. P3 1) (head immigration officer) replied that such documents were examined thoroughly by the Canadian immigration officer before the Chinese immigrants were granted entry. He further pointed out that only the students and the merchants were allowed tocome to Canada and they weee exempt from the $500 head tax. attacked the term "merchant" as too in- clusive because it would imply those ex-Chinese merchants in Canada or Chinese merchants coming from China. The head of the cabinet asserted that Chinese immigration was not only a question of economy and industry, but also an international matter. The MP should not attempt to pick on the Chinese too much. If complete exclusion of the Chinese was enforced, the relationship between Canada and China would surely be worsened. P.3 2), & (president of in Kamloops) went to on April 29.
