April 4 P3 1) (MP from B.C. to Ottawa) came back to Vancouver and attended a meeting held by the Retail Businessmen's Association on April 3. He stressed that his main target was to chase out the Asians. He could not stand their exploitation. He attacked a few terms of the new immigration laws: (a) by sending reps, to China and Japan to deal with the immigration affairs, this might imply that the Canadian government was inviting them to come; (b) by giving the merchants freedom to enter might imply no restriction on Asian immigration because the term "merchant" was too broad; (c) by obtaining the approval of the Chinese government before emigrating to Canada would create ambiguity because at that time, the Chinese government was split into 2, one in the north and one in the south. One would be ambiguous about which government to turn to; (d) the head of the cabinet ( ) had the sole authority to decide who could stay and who had to leare. argued that the decision should not rest on 1 person; (e) another term of the immigration law was that all Chinese immigrants should present a legal entry certificate, argued that such certificate was by no means an adequate proof. He also complained about the government's loose policy on the time limit imposed on the returning immigrants for their absence from Canada.
