March 21 P3 1) The Retail Businessmen's Association of Vancouver strongly opposed the new CMnese immigration law which was as follows: There were 3 types of Chinese immigrants who were given free entry and who were exempt from the $500 head tax upon obtaining a passport issued by the Chinese government and upon the inspection of the head immigration officer in Canada: (a) those P3 1) having tourist or merchant visas; (b) those on student visas; (c) those who were on diplomatic visas. In addition, the Chinese passports were valid only upon the signature of the British external affairs officer. The Retail Businessmen's Assoc. was strongly against the term "merchant" because it was too broad. They immediately called (MP from B.C.) to take action against this. The reply was that meetings had already been made to figure out how to deal with the terms of the law. P3 2) 3 Chinese were arrested for keeping drugs. 3) News from Victoria. In a city council meeting, the Public Health Service was requested to investigate the residential area and upon detecting any non-sanitary conditions, immediate sanction had to be taken. A member asserted that the Chinese residences were usually less hygenic than the white ones, however, their health was as good as the whites, thus they should not be bothered too much. Besides, the Canadian government was going to make a friendly agreement with China, the overseas Chinese in Canada should be treated nicely and should not be picked on and discriminated against.
