- March 3 P3 1) Members of had set up a company in Van., the functions of which were to promote development in the and to enable efficient money sending to Names of Hki executives of the company. P3 2) Ambassador Cha/i denounced the immigration offices in Victoria and Vancouver as being worse then the prisons in China. The detained Chinese immigrants were treated as though they were prisoners. There were usually inadequate food and warmth. In response to Chan's denunciation, the head immigration officer of B.C. wrote to him defending that the immigrantion offices had attained utmost sanitation and the detained immigrants had been given fair treatment.
