January 26, 1923 (Friday) P.3 1. A Chinese shop owner requested the city council to grant him the permit to clear away the garbage in Chinatown. He asserted that since most Chinese in Chinatown were non-English speaking, this created great inconvenience if the garbage men were English speaking. Accumulation of garbage would usually occur as a result of lack of communication between the Chinese and the white garbage men.
