December 20 P.3 1) It was reported in the English newspaper that due to the close surveillance by police, Chinese gambling joint owners abandoned the busy pastime of Chinatown. They hoped that the police would not inspect the quiet corners of the town. Recently 26 more Chinese gamblers were arrested in 536 Shanghai Street. 2) A Chinese was fined $50 for possession of liquor. 3) CBA Vic. - the CBA announced on Dec. 15 that they urged support of the assoc. The assoc. was established to protect and bring welfare to the Chinese community. But due to inefficient administration, the assoc. owed quite a lot of land tax and also money to other organizations. The executives thus suggefeted earlier that all Chinese associations should send reps- and plan for saving the CBA. The executives gave authority to the reps, for re-construction. The reps, team decide d to clear the land tax of 1920, and to amend the constitution in order to help the development of the CPS, to improve the hespital, to buy back the ancestral burial ground, and to collect debts. Now the land tax of 1920 was paid off, and other plans were also underway. There was still a lack of money, though. It was then decided that each Chinese resident in Vancouver Island had to pay $2 and also $2 exit-hospital donation from everyone who was returning to China through Victoria. Fund collectors might be at the station to collect.
