Feb. 20, Thursday P.3 Ambassador Yeung gave notice that all Chinese workers who left Canada for China after Nov. 15, 1917 and before Nov. 15, 1918 could come back to Canada freely within 6 months of armistice. Those who left Canada before Nov. 15, 1917 were granted the same privilege too. P.3 2. The Toronto City Council had proposed a law last year to stop issuing business licenses to foreigners. However, after the negotiation by Ambassador Yeung, the proposal was defeated. There was again the o reconsideration of the restrictive proposal in the City Council. Ambassador Yeung then went to Toronto on Feb. 6 to argue with the mayor and Yeung was successful in abolishing such restrictive laws. 3. Six Chinese restaurants in Halifax were being attacked by a few returning soldiers and 300 villians. Total loss was about $15,000. The riot was started due to an argument and fight between a soldier and a restaurant owner ( + March 3rd, P.3 the riot was not purposely aimed at attacking Chinese, other companies in the city were ruined too.
