- July 22 p. 3 1) A meeting was held at CBA Van. on July 21 to decide upon election system. All participants decided to have locality representation. Locality reps, would be from: (these should have 5 reps.from each locality); 4 reps, each); (2 reps, each from each district.) Altogether, 44 representatives in CBA. p.3 1) The CBA would contact the different locality associations so that they could elect and send in names of reps, frbore August 1st. August 4 would be election for posts among the various district members. 2) 3 Chinese opium smokers were arrested. One was fined $50 or 2 months in prison. The others were fined $25 or 1 month in pris^on. 3) In reply to the letter by Shingle United Association on July 20, the police chief said that they had tried their best £o arrest tramps, and as a result, most of the gambling clubs were closed down. Those which were opened were operating legally and the gamblers had reduced in great numbers.
