p.3 1) The English newspaper reported that the clubs would soon be under police attack. Inspector said that those who used chips might also be regarded as gambling. The mayor stressed that the police from now on would be solely responsible for sweeping out gambling clubs, (gambling offenses would be fined minimally $50 and court fees or 20 days in jail. Maximum punishment would be $500 or 1 year in prison.) The police chief axxs. said that in Chinatown, the gambling business was doomed. Presently there were only small scale businesses. In the past, there were quite a few white gamblers in the Chinese clubs, but the the majority of gamblers were Chinese. 2) The registration in Victoria was carried out with the help of the Ghee Kong H.Q. There were both Chinese and English assistants present for registration. The male Chinese were to register at CBA and Chee Kong H.Q. Female Chinese were to register at Chee Kong H.Q. Reading Room.
