February 7 P.3 1) News from Portland: In the vicinity of Portland there were about 300 Chinese Canadians who smuggled themselves into the States previously for better jobs. However, a new regulation in the States demanded all residents between 21-31 had to be drafted. The smuggled Chinese became desperate and they were scared of being detected by the government. As a result many had to return to Canada. (They could have free entry due to the $500 head tax.
