Description: January 24 P.3 1) The policemen held a meeting on Jan.22 to discuss the gambling situation in Van. They accused the Chinese of obvious offenders of gambling. Since the establishment of clubs was under theprovincial legislature, the city council could not do anything about it. The police thus could only do a thorough investigation of the gambling clubs, made detailed records of the owners and managers so that evidence could be instantly available to press charges against them in the future.
