They accused Lira of his inability to master both Cantonese and English. His ignorance in these 2 languages caused inconvenience during his official meetings with other departments. P.7 2. A report on the minutes of the C.B.A. meeting on January 9th. All agreements in the meeting were directed towards attacking the 2 ambassadors.
