- January 26th, Wednesday P.3 The Vancouver Chinese Salvation and Welfare Committee had been closed down for half a year due to the lack of support from the community. However, due to the continuous unemployment and severe winter condition, it would be re-opened for welfare. The source of donation would come fro m the remaining fund of the committee which was kept in the bank and also the sacks of rice which the committee did not claim previously. (June 24, 1915, P.3) This time the committee would distribute rice instead of providing free meals. The day for distribution started on the 27th in the office of the C.B.A. There were 7 regulations to maintain order: 1. All overseas Chinese who were needy were welcome. 2. A reference with a seal either from a company or an organization was needed to get an identification card or a pass from the committee first. 3. The pass would allow the holder to obtain free rice 7 times. After that the person had to renew the pass again by following regulation no. 2. 4. The one who applied for the pass could come daily from 11 a.m. to 12 noon. 5. The pass was only valid once a day. Each time one pound of rice would be distributed. 6. Daily distribution of rice was only from 12 noon to 1:30 p.m. 7. The one who came for the rice had to prepare his/her own container. (The above announcement was posted out on Jan. 25th.
