It seemed that he mistook the revolutionary speech making as preaching of the gospel, so he pleaded for the relaxation of the law that restricted speech making in the street by the Chinese. In response to this, the stores in Chinatown immediately sent an appeal to the City council to re-enforce the restrictive law. The appeal consisted of a petition which consisted of the signatures of, e . g ./^H %9 ^'71 / "^ 3- j^ < the Chinese Tiues and etc.
