February 24th, Wednesday P.3 (1) Ambassador Lim sent a notice on February 23rd to the friends of the three Chinese who preferred to take Japanese ship. He stated that friends of those three Chinese could sponsor them and appeal to the Immigration department so that they would be allowed to land instead of staying in the hut to wait for the Blue Tunnel ship. (2) Election for the Overseas Chinese National Salvation Association (Detail on Notes 8) (3) 53 Chinese were arrested on 22nd February in Fender 101-102 E. on gambling charges. (4) 9 Chinese were arrested on smoking opium charges. Exce)t one who would be detained for further charges, the others were asked to pay $25. fine or 30 days in prison. The operator of the den would be taken to prison for 3 months or charged $75. (5) 24 Chinese were arrested in Fisgard St., Victoria, for smoking opium. They were fined $11.
