February 6th, Saturday P.I (i) Ambassador Lin. sent a letter to the Vancouver Salvation arid Welfare Committee on 4th February stating that he would be willing to donate the money raised by the musical club ( \^\ /S- -f $"£- c*r-%? in a concert. However, he wanted to have a cleaver view of the committee. He would like to know the exact daily expenses of the committee and their future developments. He personally thought that the treasury of the committee was not enough to support the numerous helpless one. He suggested that neasures should be taken now, e.g., he proposed that the rich men in Vancouver, Victoria or even hew Westminster would unite together to form a charity organization. They could offer labour in a lower pay rate for the unemployed (such as developing their farm land in half pay rate for the workers). If the rich were unable to pay their workers, they could invent a special currency, so that the workers could use them to buy necessary previsions fromstores operated by the members of the charity organization. Naturally the rich men would balance the budget out with each other at the end of the year. Finally, Lira criticized the constitution of the Vancouver Salvation and Welfare Committee. He said that regulation no. 4 on order maintenance was inadequate because the greedy ones would come back for more food after they had got their portion. He suggested that a meal ticket for 7 days be issued. After 7 days, if the person was still unemployed, his ticket could be renewed. In addition, he proposed that an investigation on the meal ticket applicant should be made to ensure he had desperate needs for food.
