The commission was appointed "to make enquiry into and concerning all facts connected with, and the conduct and prosecution of, the Canadian Pacific Railway from its inception ..."--p. 29. The report has information on surveys, location of the route, and on contracts. The introduction of 25 pages by N. Flood Davin gives a valuable review of events connected with overland communication to the Pacific.
