Compiled at the time of the Meredith Commissions enquiries into Mackenzie and Mann's railway financial dealings in B.C., in connection with the Canadian Northern Pacific Railway. Charges Mackenzie and Mann with acquiring large sums of money for railway construction on Vancouver Island which was never done, and critizizes railway dealings of the McBride and Brewster administrations. It was intended to publish a complete pamphlet later.
