Enquiry in respect to a "Recommendation of Council that money raised under the Imperial Guarantee, for the construction of the Intercolonial Railway, should be applied to the payment of the general debts of the Canadian Dominion, and whether such application is not in contravention of the Canadian Railways Loan Act, 1867."
